Project Objectives :
To demonstrate the merits of adopting cartel detection tools with demonstrated international efficacy in Hong Kong and China, with a view to enhancing and improving the effectiveness of their newly-introduced competition laws
To adapt international cartel-busting experience to the local context of Hong Kong and China through extensive empirical and comparative research so as to increase the potential of these internationally recognised detection tools
To put forward suggestions for the design of effective proactive and reactive cartel detection methods, including leniency policies, in Hong Kong and China
To study the valuable experience of the EU and Korea for assessing the merits of the various public policy strategies they implement, thus relying on comparative and inter-disciplinary research methods
To support the Hong Kong Competition Commission in its endeavour to highlight the harm caused by collusion and discourage cartel activity by generating supporting data, empirical evidence and a thoroughly developed theoretical framework
To pool together leading scholarly experts in cartel detection and deterrence mechanisms with a background in both law and economics to consider the best solutions for the jurisdictions under consideration
To establish cooperation channels between the academics in the research team and the enforcers in Hong Kong and China so as to maximise the practical applicability of the research
